We do what is necessary to meet our priorities. At a time when there is an urgent need to pursue a renewed emphasis on police accountability and to support the government's nationwide campaign against illegal drugs and criminality, we made certain that we deliver the quality investigative services necessary.

The CIDG implemented the Target Output Policy (TOP) through the issuance of Command Memorandum Circular (CMC) No. 2015-02, as revised by CMC 2016-01 to articulate our investigative and operational priorities. The TOP was designed and implemented to give direction and focus to Chiefs of Units in their work performance by setting specific target outputs and timelines for accomplishment. It encompasses both a core performance measurement framework built around high-level outcomes of the CIDG's mandated tasks. The results are used as bases for the unit performance rating. It will also confer award for good performance and possible relief of the unit commander for poor performance.

Driven by the Group's comprehensive performance metrics, we continue to evaluate our strategies to ensure our effectiveness by focusing our efforts on priority directives from President Rodrigo R Duterte to stamp out corruption, illegal drugs and major crimes in the country.

We were able to match the dynamism of the PNP's nationwide campaign. We are proud that the CIDG's performance was more effective applying the Target Output Policy. We have focused on our targets based on our goals. We didn't look in any other direction but ahead.

  • To undertake monitoring, investigation and prosecution of all crimes involving economic sabotage and other crimes and other crimes of such magnitude and extent as to indicate their commission by highly placed or professional criminal syndicate or organization
  • To investigate all major cases involving violation of the Revised Penal Code (RPC)
  • To operate against organized crime groups

On Monday afternoon (January 21, 2019 at around 1:50 PM), four (4) men including an alleged member of a criminal gang were apprehended by members of the CIDG RFU 4A based in Batangas and Balayan MPS in Brgy. Dalig, Balayan, Batangas.


The arrested persons were identified in a report submitted to CIDG Acting Director, PCSUPT AMADOR V CORPUS as ARIEL ILAO y TANDOK a.k.a. “Ariel Ilao Y Tandoc”, JOEL LOBRINO y PANGANIBAN, ERIC CODICO y TANDOK and ARIES ESGUERRA y DE PADUA.


Regional Chief, PSSUPT LAWRENCE CAJIPE said that Ilao was collared during the implementation of a Search Warrant (SW) for illegal possession of a caliber .45 pistol, two (2) magazines and seven (7) rounds of ammunition, while the 3 other arrested persons were nabbed while having a pot session and for possession of 3 sachets of suspected shabu and assorted drug paraphernalia.


Ilao is an alleged member of the “Rodriguez Group” involved in gun-for-hire, gunrunning and illegal drug trading and of the “Mamayog Drug Group” both operating in Balayan, Batangas and nearby municipalities, added PSSUPT CAJIPE.


A case for violation of RA 10591 (Comprehensive Firearms and Ammunition Regulation Law) will be filed against Ilao while a case for violation RA 9165 (Comprehensive Dangerous Drugs Act) will be filed against Lobrino, Codico and Esguerra.


Meanwhile, another alleged member of the “Rodriguez Group” identified as CELSO DEJAN y CARISO a.k.a. “John Benedict” was apprehended by elements of the Laguna PFU and RFU 4A together with the Biñan CPS on the strength of a Warrant of Arrest (WOA) for the crime of Homicide, at about 1:40 PM of the same date in Brgy. Loma, Biñan City, Laguna.   ###

A National Level Most Wanted Person (MWP) with monetary reward of PhP 75,000.00 was nabbed by the Zamboanga Del Sur PFU, Sultan Kudarat PFU and Nueva Vizcaya PFU, all of CIDG together with the Esperanza MPS, Sultan Kudarat PPO and Zamboanga Del Dur PPO on Sunday morning (January 13, 2019 at 7:00 AM) in Purok Mangga, Magsaysay, Esperanza, Sultan Kudarat.


PSUPT RICHARD VERCELES, Regional Chief of the CIDG RFU 9 identified the suspect as FLORIBEN ABUAN y BAUTISTA who was arrested by virtue of a Warrant of Arrest (WOA) for the crime of Murder issued by Hon. Tranquilino Ramos, Presiding Judge, MTC, Bambang, Nueva Vizcaya.


PSUPT VERCELES also stated in his report to PCSUPT AMADOR V CORPUS, CIDG Acting Director, that Abuan is the alleged leader of the “Abuan/Isot Criminal Group” involved in gunrunning and gun-for-hire activities in Nueva Vizcaya and adjacent provinces.


In other operation, two (2) other MWPs identified as REYNALDO YPARAGUIRE y MENDANA a.k.a. “Loloy” and EDWARSON DELA CRUZ y MONTECERDE were apprehended by detectives of the CIDG on January 12, 2019 (Saturday) in Northern Samar and Laguna.


Yparaguire who ranks as the No. 2 MWP in Lingig, Surigao Del Sur was collared for Murder by the Surigao Del Sur PFU and Northern Samar PFU, both of CIDG supervised by PSUPT CHOLIJUN CADUYAC, Regional Chief, CIDG RFU 13 and Catarman MPS, at about 10:00 AM in P-1, Brgy. Baybay, Catarman, Northern Samar while Dela Cruz who is listed as the No. 10 MWP in San Pablo City, Laguna was nabbed for violation of RA 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act) and for Kidnapping and Serious Illegal Detention by joint elements of the CIDG RFU 4A based in Laguna under the direct supervision of its Regional Chief, PSSUPT LAWRENCE CAJIPE and San Pablo CPS, at around 3:20 PM in Brgy. III-C, San Pablo City, Laguna.   ###
