
The Criminal Investigation and Detection Group (CIDG) conducted its OPLAN Paglalansag Omega, which is a campaign against loose firearms in line with the Peace and Security Framework or the M+K+K=K program of the PNP CHIEF, PGEN RODOLFO S AZURIN JR, that led to the arrest of an ex-marine on March 5, 2023, at around 3:00 PM in Purok Acacia, Brgy. Tandayag, Amlan, Negros Oriental.
CIDG Acting Director, PBGEN ROMEO M CARAMAT JR, identified the suspect as Rickyvelle Espe Luces, a 38-year-old dismissed Marine in 2016 and a resident of Hacienda Adela, Brgy. Lantad, Silay City Negros Oriental.
Detectives of the CIDG Negros Oriental Provincial Field Unit together with the local police operating units promptly carried out a buy-bust operation that resulted in the arrest of the suspect, who was caught in the act of selling an unlicensed M14 7.62mm with scope and tripod bolt to a police poseur buyer.
Aside from the said unlicensed rifle and buy-bust money, police also seized from the Luces’ possession and control the following pieces of evidence:
a. One (1) M4 5.56mm short barrel with markings MI TM Midwest Industries;
b. One (1) M4 5.56mm color metallic gray with an optic scope with markings SPIKES TACTICAL APOPKA FL USA;
c. One (1) unit M16 rifle 5.56mm with front and rear iron sights;
d. Twelve (12) pieces of 7.62mm live ammunition for the M14 rifle;
e. Three hundred eighty-three (383) pieces of live ammunition for 5.56mm;
f. Eleven (11) pcs. steel magazine for the M16 rifle;
g. Five (5) pcs. plastic magazines for the M16 rifle;
h. Five (5) pcs. steel magazines for the M14 rifle;
i. One (1) pc. Sniper Rifle Bag;
j. Two (2) sets of improvised plate numbers: 0716-00000341005 and 0315-00000471006;
k. One (1) pc. plate number YFY729; and
l. One (1) pc. broken plate number FY729.
During the said operation, the operating team also discovered one (1) long folder with a drawn sketch map believed to be the MAP of the Municipality of Siation, Negros Oriental.
The arrested person was brought to the CIDG NORPFU office for proper documentation and disposition. A criminal complaint for violation of RA 10591 is being prepared against the arrested suspect.
“The CIDG is serious in the implementation of our mandate. We will never cease to exhaust all efforts to suppress the sellers and buyers of illegal or unlicensed firearms that can be used in any criminal activities,” CIDG’s top cop said. ###
